App Access System Events Mac
So I upgraded to Mojave recently and I got some app permission popups requesting access to system events, etc. I didn't recognise some of these the apps and didn't allow access. Now it turns out that this is being used by xcodebuild and it is failing. How can I reset all these app permissions. So that I get the popup again and I can allow this. This helped me with the app center app.rpl; wasn't working, I follow those steps and check terminal on visual studio. – Pxaml May 21 '19 at 14:29 @pxaml I was also able to reproduce the behavior for App Center app.Repl like you described.

You can find that file here:

Talking with Apple support, the best they could figure is that it was trying to launch the welcome video and set up process for clean installs, which is not supposed to happen on upgrades.

Look in your Accounts preferences and in Login Items for your account. I found 'system events' in there and removed it.
